In view of the explanations in the
despatch, do you raise any objection to
the proposal.
It seems to me no different in prin-
ciple to what has been frequently done in
other Colonies, where a lump sum has been
voted to form a fund from which expenditure
on specified objects can be met. The
transfer to the special account of the
one and a quarter million dollars already
received will presumably require a vote
of Council, which can authorize in advance
the similar transfer of other similar
receipts.
